Pretty simple to figure out.
Places in the city do very well. Places not in the city get mediocre turnouts. An average Friday/Saturday night at the Gypsy, Terrace Bar, Zorros, Terminus, Or Rock Ape was packed because they were pretty central. Mediocre gigs had >100 payers in some cases. There were plenty of people there even if there was nothing on.
Canberra has shit public transport. People from the arse end of Tuggeranong aren't going to Belconnen unless there's something on that they really want to see. The cab fare cuts too far into the drinking money, and a bus isn't an option at 3am. Effectively, half of Canberra find it too expensive to go for mediocre bands or even just a few drinks for something to do.
Could just about guarantee that if something opened again in the city, or close by, that it would do very well....

Wouldn't the noise restrictions and complaints lessen their viability? Obviously not in terms of crowd capacity, but as to what they are able to do and when.

I meant financial viability. Places like the Terrace Bar were raking in cash. They didn't close up because of lack of attendance and there being no money in what they were doing.

I do agree with Einsatz that it is MORE viable in the city, but they do have more shit to put up with, and more restrictions than places would out at Tuggernong or Belconnen.
